Seasonally adjusted euro area construction output in August was 1.8% higher than in July, according to the first estimate. The headline conceals a split. Specialist construction activity grew 2.5%, while building construction declined 0.4% and civil engineering fell 2.1% over the same month.
Reading the overall increase as a signal of more new homes would miss several distinctions. Specialist activity includes work such as installation and finishing, which can take place on projects started long ago. Building construction itself also covers more than new housing. The production index measures work carried out rather than the number of new orders placed.
For suppliers and planners, the relevant figure depends on where they enter a project. A contractor finishing buildings already under way can face different demand from a supplier involved at the start. Permits, incoming orders and the mix of work in progress would together say more about activity in the months ahead.
